Part 1: A History of the 85th legislative session The Texas Legislature ended its 85th regular session at the end of May without passing most of the bills they were considering. There was also big floor fights that nearly came to blows, including a scuffle over sanctuary cities. Despite an emotional session, several things were passed, including a 2.6 billion dollar supplemental spending bill. With many key components undecided, Governor Abbott called a special session in June. Huberty said the Senate did not want to settle on school finance, the house leveraged the school finance bill and a property tax relief bill was left out to dry. Lieutenant Governor Dan Patrick said House Speaker Joe Straus let personal politics get in the way of productivity. "The governor called 20 issues on the special session call in the speaker said they were a horse manure and he treated it like horse manure," Patrick said. "We did all this work," Patrick said.
