From God to art to politics, in Amman

March 23, 2019 Leaving the Nazarene Church, I meet up with a reporter from the Electronic Intifada, Tamara Nassar, who is excited to inform me that this week is Israeli Apartheid Week, organized by the Jordanian BDS chapter. Etharrak condemned the filming in a letter to the Royal Film Commission of Jordan, an official body that promotes and facilitates foreign film and television production in the country. Activists have demanded answers from the film commission on the nature of the TV series and the authorization it received to film in Amman. Jordan has “the second highest share of refugees compared to its population in the world.” More than two million registered Palestinian refugees live in the country, but most (not all) have full citizenship. With the recent cybercrime law, the government has loosened the terms in which citizens can be arrested for comments they make online. She explains that Palestinians from 1948 were able to obtain Jordanian citizenship as were those refugees who were living in the West Bank and fled in 1967. Citizenship is conferred through the father. We sip thick Turkish coffee overlooking a peachy sunset and learn of the recent protest focused against the building of a gas pipeline, part of the “Jordanian Campaign to Stop the Zionism Gas Deal.” Apparently the government owned electricity company, NEPCO, cut a pipe line deal with Israel to buy natural gas. The pipe line will stretch “from Jordan’s northern border with Israel to the Mafraq governorate in the northeast.” By 2020, gas extracted from the Leviathan fields in the Mediterranean off of Tel Aviv will be sent by pipeline across Jordan. Sixty percent of the fields are owned by three Israeli companies and 40% by the US company, Noble Energy, which is leading the extraction.

UN: Populist Politics Eroding International Protection for Refugees

The U.N. refugee agency warns populist politics and fear-mongering about immigration are eroding international protection for refugees fleeing conflict and persecution. Conflict, persecution and violence have displaced a record 68.5 million people around the world. But U.N. Assistant High Commissioner for Protection Volker Turk says this right is slipping away. He says being able to flee and be recognized as a refugee can be a matter of life and death. He says they often have rejected extremism and been targeted, forcing them to flee for their lives. He says it is unjust to deny security to people who need it most. “I think both in the global North and the global South, I have to say, it is our observation, that the dehumanization of refugees, of migrants, of IDP’s, of stateless individuals has become a worrying trend," said Turk. "It results from inappropriate language, misinformation, deterrence, detention, separation of families and children, and ‘warehousing." Turk says xenophobia, racism, and bigotry often are driven by fear, anger and anxiety within communities. He says they must be confronted and addressed.

Germany’s Political Crisis Has Just Begun

But is the crisis really over? The superficial explanation for the crisis is that the C.S.U., facing state elections in October, wanted to shore up its conservative base against the far-right Alternative for Germany party, known by its German initials A.f.D. But this crisis is about much more than that. According to the Dublin Convention, which regulates which country is responsible for examining an asylum seeker’s plea for protection, the first country a migrant enters is in charge. However, many migrants don’t stay in those countries but move on to the north of Europe. According to figures by the German Federal Agency for Migration and Refugees, only about a quarter of those applying for asylum in Germany in 2018 are already registered in another European country. In a sane and sound political system, threats to blow up governments and force new elections are reserved for the truly momentous disputes; small things are resolved through compromise. On the political level, however, the strategy worked. The result is not a true “European” fix, as the chancellor claims, but a jury-rigged workaround: more external border controls for Germany, and bilateral agreements between Germany and some countries of first entry to take back secondary migrants. So whatever deal is sealed this week, the political crisis over refugees is not over.
